The results of the 2023 Open Budget Survey (EBO) have just been released, marking an important milestone for Benin. The country, which was already the champion of fiscal transparency in French-speaking Africa, is now recognized as the champion in the global French-speaking world.

The survey, conducted by the International Budget Partnership (IBP) in collaboration with its partners, including civil society organizations (CSOs), the International Monetary Fund (IMF), and the World Bank (IMF), and the World Bank (WB), assessed the public financial management practices of 145 countries, including 45 in Africa.

In terms of fiscal transparency, Benin has made significant progress over the years. In 2023, the country obtained a score of 79 out of 100, a marked improvement over previous years: 65/100 in 2021, 49/100 in 2019, and 39/100 in 2017. This evolution shows a desire and constant efforts to improve the management and transparency of public finances.

Thanks to this performance, Benin is at the top of French-speaking countries in terms of budget transparency, even surpassing France, which obtained a score of 74/100. This result is a testimony to the rigor and commitment of Benin in the implementation of good practices in the management of public finances.
