The new Senegalese Minister of Economy, Planning and Cooperation, Doudou Ka plans to make “massive investments” in Senegal through a program to boost growth” (PIC) that he is setting up. Doudou Ka indicated that the a program to boost growth should structure and pilot to support PAP 3 (the third phase of the Emerging Senegal Plan, concerning the period. To this end, it will be a question of “mobilizing all categories of actors, in particular technical and financial partners, the private sector, local authorities and the financial market”. According to him, the PIC “must also take territorial equity into account, as it is crucial that local populations benefit from the benefits of growth”.

In reality, the new Minister of Economy, Planning and Cooperation intends to rely on “natural resources” to “free up important [...] niches, which will constitute additional budgetary resources to redistribute wealth to the most needy Senegalese and support creative growth of employment.
