.In Senegal, the shadow of justice hangs over former members of Macky Sall's government, while the High Court of Justice could prosecute them for embezzlement of public funds, specifically concerning the management of resources related to the COVID-19 pandemic.
At a press conference held last week, the Attorney General at the Dakar Court of Appeal announced that he had transmitted the files of five former ministers to the National Assembly, without however disclosing their identities. The first indictment procedure should concern two of them.
Moustapha Diop, former Minister of Industrial Development, and Mansour Faye, former Minister of Community Development, are the names that are emerging in this case, according to information relayed by the daily L'Observateur.
While details about the timing of these legal actions remain unclear, the steps leading to a possible indictment could follow one another quickly.
This will require the convening of several bodies of the National Assembly, including the Bureau of the Assembly, the Conference of Presidents and the Law Committee, before a plenary session is held to allow deputies to vote on a resolution to officially open an investigation in the High Court.
Already, Mansour Faye has strongly denied any involvement in fraudulent acts when managing funds intended for the fight against COVID-19, describing these accusations as a “political approach”. The investigations, according to the Observer, will focus on irregularities in disbursements, fictitious contracts, as well as payment for services that were never
provided.
