En marge du forum, des discussions ont eu lieu entre le président béninois Patrice Talon, guest of honor at the opening ceremony of the Qatar Economic Forum 2025 in Doha and the Emir of Qatar. These led to the signing of six agreements and memoranda of understanding covering several areas of interest for both countries. They cover aspects such as: Visa exemption for holders of diplomatic or special passports; Regular political and diplomatic consultations; Cooperation in agriculture and food security; Partnership in education, higher education, and scientific research; Mutual recognition of seafarers' certificates; Promotion of tourism and business events.

The six agreements signed between Benin and Qatar include, among others, the agreement to exempt holders of diplomatic and special passports from the two countries from visa requirements, the memorandum of understanding to establish a mechanism for political and diplomatic consultations, the memorandum of understanding between the minister& egrave; re of the Municipalities of Qatar and the Ministry of Agriculture, Livestock and Fisheries of Benin to cooperate in the fields of agriculture and food security, the cooperation agreement in the fields of education, higher education and scientific research and a memorandum of understanding on the mutual recognition of certificates of seafarers, as well as the memorandum of understanding to cooperate in the field of tourism and commercial events.
