The National Authority for Probity, Prevention and the Fight against Corruption (INPPLC) of Morocco and the High Authority for Good Governance (HABG) of Côte d'Ivoire signed a memorandum of understanding in Rabbat on the promotion of more transparent governance.

The signing of an agreement between the INPPLC and the HABG commits the two states to join forces to fight corruption, promote integrity and strengthen transparency in public affairs. The first step will be the creation of a pan-African anti-corruption network. Indeed, the two organizations are committed to sharing their methods of prevention and investigation and to organizing joint awareness-raising campaigns among citizens and institutions. In addition, the agreement provides for the joint training of public officials and private actors in good practices and the sharing of technological tools to track embezzlement. According to Mohamed Benalilou, president of the INPPLC, “this partnership goes beyond speeches. It's about creating operational synergies.” For the African Union, the continent loses nearly 90 billion dollars a year due to corruption; Côte d'Ivoire and Morocco intend to lead by example.

The memorandum respects the commitments of both countries under the United Nations Convention against Corruption; the AU's African Anti-Corruption Strategy. The HABG and the INPPLC federate and will federate anti-corruption institutions on the continent within a collaborative platform, allowing early warning of cross-border scandals; the harmonization of national legislation; joint advocacy with international bodies. This network, under construction, could be extended as early as 2026 to other countries such as Senegal, Ghana or Rwanda.
