A training workshop on illicit financial flows (FFI) and loans secured by natural resources has been ongoing since Tuesday, July 22, 2025 at the Radisson Blu hotel in N'Djamena.

Scheduled for 22 to 25 July 2025, the N'Djamena conference brings together experts, government representatives and technical partners around this strategic issue for sustainable development. The main partners and co-organizers of this national and regional event include, among others, the African Development Bank (AfDB), the Government of Chad and the Rand Sandton Consulting Group, an implementing partner

Indeed, the ADB study entitled “Governing Natural Resource Outflows for Strengthened Economic Resilience in Countries in Transition in Africa” (GONAT) conducted in-depth analyses on illicit financial flows in the natural resources sector and on resource-backed loans. (RBL). This initiative aims to strengthen the capacities of the countries concerned, to improve the mobilization of domestic resources (MRN), to ensure debt sustainability and to strengthen economic resilience. The six target countries are: Central African Republic (CAR), Chad, Democratic Republic of Congo (DRC), Mozambique, Sierra Leone and Zimbabwe.

According to Claude N'Kodia, Acting Country Manager at the AfDB, the GONAT project is fully in line with the Bank's Action Plan for Natural Resources Management and Investment (2025-2029). It is based on strategic approaches including a pillar on good governance and the facilitation of investments in natural resources. This project is also aligned with the AfDB's 10-year Strategy 2024-2034 as well as with the first pillar of the Bank Group Country Strategy for Chad (2015-2025), which aims to develop infrastructure for robust and diversified economic growth. According to him, this training session will contribute to strengthening the country's domestic resources.
