The First Deputy Governor of the Central Bank of the Republic of Guinea (BCRG), El Hadj Mohamed Lamine Conte, launched on 18 December 2025 a two-day workshop on a national project of instant payment system (SPI) and interoperable.

The Central Bank of Guinea has initiated a reform of its payment infrastructure. The institution has launched the preparatory work of an instant and interoperable national payment system. The goals are to facilitate transactions, to support economic activity and to strengthen financial inclusion. This project meets several needs concrete. It aims to set up a national infrastructure that allows to make immediate money transfers between bank accounts, mobile wallets and other payment instruments. It also aims to facilitate merchant payments in the formal and informal sector, to be reduced the use of cash, a source of risks, costs and inefficiencies, and to be strengthened financial inclusion, especially in rural areas

According to the State, the establishment of an SPI will speed up government payments, such as salaries, social benefits and supplier regulations. It will also contribute to reduce administrative costs associated with manual payments and processing of Cash. For businesses, this system will contribute to improving the management of cash flow thanks to immediate cash receipts.

Guinea opted for a public infrastructure digital based on Mojaloop technology. This solution allows a complete interoperability between the various service providers of payment. This choice meets several objectives. It allows the state to keep the control of the infrastructure, to limit technological dependence and promote competition between actors. It also creates a favourable environment for innovation, especially for local fintechs. The system is designed to be scalable and compatible with regional initiatives.
