Le conseil des ministres du jeudi 9 mars 2023 au Niger a permis la ratification de l' accord de gestion d' un montant de 15,906 billion CFA and the 7 billion CFA loan agreement. Banque Ouest Africaine de Développement (These agreements were signed on January 31, 2023 in Niamey, between the Republic of Niger and LaBoad.

Les deux accords signés entre le Niger et la BOAD permettront de financer le hydro-agricultural development project with smart agricultural practices that are resilient to climate change (PAHA-AIC). According to a press release, the overall objective of the loan and grant agreements, which are the subject of this ordinance, is to contribute to ensuring sustainable food security by strengthening the resilience of populations to climate change, through modern irrigation techniques and agricultural production.

According to the statement of the Council of Ministers, the project financed through these agreements pursues “the following specific objectives of reducing water consumption by at least 80% and the energy costs of irrigation in the areas to be developed by at least 40%; and to contribute to improving the incomes of operators of at least 50% during the cruise year on developed sites and generally contribute to improving the living conditions of populations.” The project will be implemented through the five (5) components.
