A report published on 31 March 2023 by IFC and the World Bank mentions that Benin can by promoting private sector participation in the agro-industry and tourism sectors and by seizing the opportunities offered by regional integration in Africa of West, strengthen its economy and reduce its poverty level.

The Benin Private Sector Diagnostic analyzed in detail the challenges and opportunities related to private sector development in the country. The report identified, in line with the Government's Action Programme 2021—2026, the areas of reform and the sectors most likely to promote sustainable and inclusive growth led by the private sector. According to this report, in agribusiness, greater private sector participation in agricultural production (pineapples and soybeans, in particular), better access to markets and the establishment of mechanisms to attract agricultural finance could stimulate growth in the sector, which provides 40% of jobs in the country.

When it comes to tourism, Benin is home to spectacular landscapes and UNESCO World Heritage sites, including the historic city of Ouidah, but demand has been stagnant for years due to shortcomings in market development and the structuring of tourism supply.
