An audit of the payroll file of Congolese state agents shows numerous irregularities: the General Inspectorate of Finance (IGF) of the Democratic Republic of Congo has thus revealed massive fraud within the payroll service public. Dozens of fictitious employees cost the state nearly $800 million a year

Undeclared employees or incorrect, fanciful or even fabricated serial numbers are numerous, including fraud observed by the IGF. According to him, “the monthly shortfall suffered by the State Treasury is 148,999'749'440.95 Congolese francs”. According to the Congolese public finance police, more than 145,000 paid agents have “incorrect, fanciful and fabricated serial numbers for payroll purposes.” While more than 90,000 agents “share the same serial number with other agents who are also paid”, more than 40,000 agents are paid without their names appearing on the declarative lists issued by the services that employ them.
