this network.This report reveals that the municipal police is perceived by those surveyed as the most corrupt service. It is monitored by customs and the national police. However, there is a general decrease in the perception of corruption. Indeed, 65.77% of respondents believe that corruption is frequent, compared to 85.23% in 2021, a drop
of 20 percentage points.The survey on the perception of corruption took place from November 17 to December 9, 2023 and involved 2,883 people in 13 cities (12 capitals of the administrative regions of Burkina Faso (12 capitals of the administrative regions of Burkina Faso, except the city of Dori and the city of Pouytenga). In addition to the survey, a documentary review was carried out and made it possible to report on the anti-corruption actions of the various actors
.According to the survey, conducted among the populations, corruption declined in 2023. Indeed, 65.77% of respondents consider corrupt practices to be frequent or even very frequent. This proportion was 85.23% in 2021, a decrease of around 20 percentage points. Also, the Synthetic Corruption Perception Index (ISPC), calculated from the respondents' perception of the frequency and evolution of the phenomenon, rose from 71 points in 2021 to 40 in 2023. This represents a drop of 31 points.
However, with regard to the practical experiences of corruption experienced by users of public administration, the phenomenon remains constant, despite a slight decrease recorded. In 2023, 26.1% of respondents said they had personally offered at least one illegal payment to public officials in exchange for a service that was not subject to payment. This percentage, which was 31.7% in 2021, is at the same level as
in 2020.Recommendations for a more effective fight against corruption
For a better fight against corruption, the report formulated recommendations for the various actors. The government is invited to translate the anti-corruption discourse into concrete political acts through exemplarity, transparency and accountability in the management of state affairs, as well as the strengthening of the judiciary
.The executive is called upon to rationalize the management of public resources through the establishment and operationalization of software for the management of missions and fuel in public and parastatal services.
As for parliamentarians, a recommendation was made to them to strengthen the control of government action by ensuring strict compliance with the rules of sound management of public finances.
