Gabon, Niger, Uganda, and the Central African Republic are the countries affected by US President Joe Biden's decision. The tenant of the White House motivates his decision by the “gross violations of human rights in the Central African Republic and Uganda” and “the inability of Niger and Gabon to make continuous progress in protecting political pluralism and the rule of law”. According to the latter, the suspension of these four AGOA countries will be effective as of January 1, 2024. In a letter addressed to the president of the lower house of the US Congress, Joe Biden indicated that “despite intensive engagement between the United States and the Central African Republic, Gabon, Niger and Uganda, these countries have failed to address the concerns of the United States regarding their failure to comply with AGOA eligibility criteria
.”
