Several executives and experts from the administration in charge of public finance data management took part in the workshop. (Dr) A workshop on extending the scope of the Table of State Financial Operations (Tofe) to the entire public administration took place from October 12 to 16 in Grand-Bassam.

In this process of broadening the field of Tofe, extrabudgetary structures are targeted. Those that were the subject of the workshop are: the National Office for Drinking Water (Onep), the Land Management Agency (Agef), the Ivorian Radio Frequency Management Agency (Aigef) and the Forest Development Company (Sodefor). The workshop was mainly attended by executives and experts from the administration in charge of public finance data management.

Indeed, proposed in 2014 by UEMOA to its member states, the Tofe is an instrument that allows each year to compare data on the financial management of public authorities and to monitor it. And this, with a view to efficient and effective management of public finances and a better assessment of the financing needs of the economy.

The Ivorian government is determined to extend the scope of the Tofe to the entire public administration, in particular to extrabudgetary units according to the IMF's 2014 government finance statistics manual. "The extension of the Tofe to all units of the public administration is essential insofar as it will better ensure the monitoring and effective coordination of budgetary policies, as well as the coherence of financial programs", indicated Doumbia. vakaramoko, the deputy director general of the economy who made the opening speech of the workshop.

According to him, 12 extrabudgetary structures other than Epn, deposit funds and communities have been identified, four of which have already been integrated into the Tofe field in 2019. These are the Coffee-Cocoa Council, the Road Maintenance Fund (Fer), the Industrial Infrastructure Development Fund (Fodi) and the National Telecommunications Universal Service Agency (Ansut).

Doumbia Vakaramoko added that “this approach enshrines Côte d'Ivoire's commitment to comply with community standards as well as the requirements of the economic and financial program concluded with the IMF. I remind you that development partners and investors are eager to see the completion of this enlargement which will bring Côte d'Ivoire to the same level as comparable countries”.
