Its objective is to ensure the regularity and sincerity of revenue and expenditure transactions and the conformity of the acts of the legislative and executive bodies of the Commune.
The audit focused on operating expenses, public procurement, personnel, land and land management, civil registration, archives, material accounting, and the collection of revenues from management delegation contracts and various taxes. Indeed, the CUG was established as an urban municipality by Law No. 69- AN/RM of 2 March 1966 and then by Law 96-059 of 4 November 1996, amended, creating Municipalities.
It is one of the seven (7) municipalities in the Cercle de Gao with nine (9) districts. These are Gadéye, Farandjiréye, Aljanabandia, Djoulabougou, Sanéye, Sosso-Koïra, Bulgoundjé, Château and Djidara. It also belongs to the 102 municipalities benefiting from the support of the Project for the Deployment of State Resources for the Improvement of Services and the Local Response to COVID-19 (PDREAS). Revenue and expenditure amount respectively to 1 494 422 565 FCFA and 1 256 679 735 FCFA according to the administrative accounts for the 2019, 2020 and 2021 financial years of the CUG.
In addition, irregularities were observed. The total amount of financial irregularities amounts to 154,841,200 FCFA. The auditor gave recommendations to remedy this.
