“The Public Private Partnership (PPP) is a solution for making public investments”, this is the idea supported by Ibrahima Mané. “We started a process two years ago under the guidance and vision of the Head of State and Government with other stakeholders such as the World Bank, the International Monetary Fund (IMF) and development partners and users,” he informed before recalling that” ; it will soon be a year since the implementing decree no. 2021-1443 of 27 October 2021 of the new law No. 2021-23 of 2 March 2021 relating to public-private partnership contracts was adopted to “make PPPs an important lever for achieving the objectives of the action plan adjusted and accelerated priorities (PAP 2A), of which 40% of the funding, representing an amount of 4.770 billion, is expected from the private sector.”
For the managing director, “this new PPP framework, which is both flexible and more attractive, takes into account best practices as well as our specificities relating to PPP business environment. This is to allow the substantial implementation of quality PPP projects in fast-track mode, creating jobs, while ensuring legal security for parties involved in the medium and long term.”
