An agreement establishing the Agency group Française de Développement was signed between the Minister of Finance and Development Planning Samuel D. Tweah, Christophe Cottet, AFD Country Director, Ange-Pascal Kouassi, representing Proparco countries, and Alexandre Foulon, regional coordinator for Expertise France. It was in the presence of the French Ambassador to Liberia Michaël Roux.

The financing agreement updates the previous one that was signed in 1981. This new agreement allows the AFD group to operate in Liberia as an international institution duly recognized in the country. Note that the signing takes place five years after the AFD group resumed its activities in 2018, with the Agency having committed 58 million euros to Liberia.

Indeed, phase 1 was part of the first project awarded by AFD in 2018. The 1.2 million euro grant awarded by the French government was also signed during the ceremony to finance phase 2 of the scholarship program that will allow 40 additional young Liberians to study at the Institut National Polytechnique Houphouët-Boigny (INP-HB) in Côte d'Ivoire. They will join the 40 Liberian students from the 2019 and 2020 cohorts who are now proficient in French and are experiencing remarkable success in their technician-level studies, in the various scientific specialties they have chosen.
