In reality, institutional donors will provide $22.7 billion in the form of concessional loans (at reduced rates), including 2.7 billion for the European Union, 4.2 billion for the World Bank and 750 million for France. For its part, the private sector will contribute 8.3 billion euros, including 500 million dollars for the International Finance Corporation (IFC), a subsidiary of the World Bank Group.

According to Sergio Pimenta, Vice President for Africa, “it's a big envelope; until now, we had a portfolio of a few million.”
