The Angolan government is working to increase energy production especially in the south of the country. To this end, negotiations were advanced with the African Development Bank (AfDB) and the Kingdom of Spain.

One of the projects, to be completed in three years, includes the construction of a 400-kilometre high-voltage line (Huambo - Lubango), as well as the clearance of the connecting road, financed by the AfDB at $300 million. The Huambo/Matala route costs US$100 million, while the Lubango/Namibe route is valued at between US$70 million and US$80 million. The financing of this infrastructure is guaranteed and approved by the AfDB, through an agreement signed with the Ministry of Finance, and is currently being consulted for the launch of the public tender. AFOMAT is also participating in the financing of this project. The Lubango/Namibe line receives funding approved by the Japan Cooperation Fund, while the Huambo/Matala line, which will bring energy to the Jamba mining region, is funded by the Kingdom of Spain.
