Chad adopted a new strategic plan 2025-2030 for the hydrocarbon sector. The objective is to wear the Production of the country's crude oil at 250,000 barrels per day. A target that represents an increase of some 69% compared to the current plateau of around 140 000 bbl/d.

The 2025-2030 strategic plan places particular emphasis on on the increase of exploration and production activities at the upstream level, as well as on the expansion of refining and distribution capacities in downstream. It also involves the improvement of intermediate infrastructures (logistics, depots, pipelines, etc.) and insists on strengthening governance and promotion of local content to capture more added value in national oil chain. Finally, he mentions legal reforms and institutions to oversee this process and ensure transparency and efficiency.

The hydrocarbon sector remains one of economic pillars of Chad. According to 2024 data from the rating agency financial Moody's , oil accounts for about 60% of its export earnings. A country note dedicated published in August 2025 by Energy Intelligence, a specialized company in the strategic analysis of the energy sector, notes a decrease in production which increased from 144,000 bbl/d on average in 2024 to 137,000 bbl/d between January and May 2025. The publication attributes this decline to the lack of of investments in the sector, aggravated by the aging of infrastructures.
