For the Special Agro-Industrial Transformation Zone project in Liberia, an additional blended funding of three million dollars was approved on 12 October 2022 by the Board of Directors of the African Development Fund.

To ensure the country's agricultural sector investment plan (2017-2025) and the country's Prosperity and Development Programme for the Poor (2018-2023); the project The Special Zone for Agro-Industrial Transformation was created. It is also part of the Bank's “Feed Africa” strategy (2016-2025) and the Bank's “Jobs for Youth in Africa” strategy (2016-2025), designed to combat unemployment and underemployment on the continent. It is consistent with the second pillar of the 2019-2023 Country Strategy Paper, which focuses on improving economic governance and strengthening private sector development.

This project aims to help reduce imports of basic foods and reduce poverty without creating jobs. It will also facilitate the integration of small-scale farms and agro-industrial enterprises into sustainable agricultural value chains, stimulate the growth of investments in the agro-industrial sector, and attract private sector investment opportunities at the industrial level.

The funding approved for this project consists of a loan of $2.92 million and a grant of $80,000 from the African Development Fund, the loan desk Bank Group concessions for low-income countries on the continent.
