International and Gulf investors have expressed interest in obtaining new licenses to invest in renewable energy projects. In an interview, Hossam Heiba said that “several alliances, including a Europe-Gulf alliance, including a Europe-Gulf alliance, a Chinese alliance and an Indian alliance, have submitted applications for these licenses, with each project valued at 2 billion dollars to meet national energy demand while exporting green energy.” According to the latter, Egypt aims to double the number of golden licenses granted, from 25 licenses in 2023 to more than 50 licenses in 2024. Egypt is actively seeking foreign investment, especially in the Gulf countries, to promote economic recovery and meet its obligations under the $3 billion loan agreement signed with the International Monetary Fund
