In the West African Economic Monetary Union (WAEMU) area, Côte d'Ivoire and Senegal respectively 1st and 2nd are the locomotive of digital financial services.

The two West African countries have made commendable efforts in recent years to promote financial inclusion. While chairing a workshop to launch the survey on the risks associated with the use of digital financial services, the Executive Secretary of the Observatory of the Quality of Financial Services (Oqsf), Habib Ndao said that Senegal and Côte d'Ivoire are recognized as being the main locomotives that promote this expansion, with more than 30% of the adult population holding a mobile money account. The rise of digital financial services has largely contributed to increasing financial inclusion in the WAEMU region.
