On September 8, 2025, the Central Bank of West African States (BCEAO) has granted ten new licenses to fintechs. This brings to thirty the total number of actors authorized in the West African Monetary Union (UEMOA). The announcement was made by the Observatory on information systems, networks and information roads in Senegal (Osiris)

julaya and Open SI (Benin), Kerry Payments (Burkina), Djamo and Payemetrust (Ivory Coast), Cauridor (Mali), Ollo Africa (Togo), Julaya, Djamo and African Financial Agent (Senegal) are the fintechs that have received approval from the BCEAO. These ten new entrants reflect “the diversity of the ecosystem”. Indeed, Senegal remains the regional leader with 12 approved fintechs. Approval is subject to strict conditions such as minimum capital, security arrangements strengthened, the fight against “money laundering and the financing of terrorism”. This decision marks a “change of scale”, font-family: "Bookman Old Style”, serif">the BCEAO dealing now fintechs with the same level of requirements as banks traditional; according to Osiris.

This measure allows you to “stimulate innovation and competitiveness”, to “protect consumers” and to strengthen “financial inclusion”, by facilitating access for populations not banked to modern financial services.
