Lors du Collège des chefs d' État de l' AES le 28 mars 2025, les pays de l' Alliance des États du Sahel (AES), ont décidé d' instaurer un “Confederal levy” (PC-AES), a tax of 0, 5% applied to imports from countries outside their confederation.

The decision of the countries Mali, Niger and Burkina Faso grouped within the AES aims to finance the functioning and projects of the confederation and to generate sustainable resources to finance integration projects, the functioning of institutions and solidarity actions between Member States. The decision has been effective since it was signed on 28 March 2025. It should be noted that the PC-AES applies to goods imported from third countries, based on their customs value (according to GATT rules). The products from AES, humanitarian aid, third party hydrocarbons, travelers' personal effects, and 15 other specific categories, the revenues are donated to a special account dedicated to AES, under the control of finance ministers.
