On Thursday, April 25, 2025, Mali officially launched an ambitious 10-year strategy. This is the National Strategy for Emergence and Sustainable Development (SNEDD 2024-2033), mobilizing an unprecedented investment of 61,232 billion CFA francs (about 104 billion USD

).

The 2024-2033 SNEDD is structured around five pillars, such as sovereignty, governance, inclusive growth, inclusive growth, human capital, and environmental resilience. It aims to fundamentally restructure the Malian economy, which has been weakened by recurrent security, climate and socio-economic crises. The SNEDD is presented as an integrating framework in a context where 30% of the population lives below the poverty line and where climate shocks, such as the floods of 2024, have worsened food insecurity. It plans to strengthen economic sovereignty through agricultural and energy self-sufficiency; to clean up governance through transparent management of public finances, in line with the reforms required by the IMF as part of a USD 129 million loan granted the same day; to stimulate growth through investments in infrastructure and the private sector; to develop human capital through education and health, especially targeting vulnerable populations; and to increase climate resilience through the sustainable management of resources and adaptation programs. The strategy relies on public-private partnerships to modernise key sectors such as agro-industry or renewable energies

.

According to the Minister of Economy and Finance, Mody Cissé, “the SNEDD is not a simple recovery plan, but a total overhaul of our development model. We are banking on a resilient economy that is less dependent on external aid

.”
