Due to an expansion of mobile money transfer activities and electronic money institutions, a device has been put in place.

The Director General of Taxation, Abou Sié Ouattara announced on Tuesday, January 10, 2023 that “the tax authority now has the right to install on the network of electronic money companies, the technical infrastructure responsible for to capture the flows entering and leaving said networks.”

Indeed, on the occasion of the new fiscal year of the General Directorate of Taxation, Abou Sié Ouattara explained that “with the entry into force of the 2023 tax annex, the mechanism for controlling communication flows is now applies, in addition to the activities of telecommunication/ICT companies holding operating licences, to operations relating to the activity of issuing and distributing electronic money.”

According to the latter, the installation of the communication flow control mechanism is authorized by article 25-2 of Ordinance No. 2009-382 of 26 November 2009 on the State Budget for 2010 management of telephone operators' networks.
