The year 2019 allowed the energy sector to achieve new successes and progress towards the objectives set for this sector by the Head of State. Indeed, the Government's Action Programme 2016-2021
has made it a top priority in terms of modernising and strengthening thermal
electrical energy at a competitive cost, development of renewable energies and electrification
rural, restructuring of the national operator and its network and control of electricity consumption.
A look back at the major achievements and results of 2019 in the sector
1-In the field of electricity production:
The completion of the construction and inauguration on August 29, 2019 of the 127 MW
dual fuel thermal power plant by Maria Gléta 2,
This infrastructure added to the 30 MW of the renovation of the Porto-Novo, Parakou and Natitingou
now have its own production capacity of around 160 MW. This had the effect

an international tender procedure for construction in the framework of a public-private partnership,
a floating storage and regasification unit (UFSR) for an investment of 51 billion FCFA.
Emphasis is also placed on the diversification of energy sources. This is what justifies the construction of
photovoltaic solar power plants. With regard to these projects, the pre-qualification of the companies has been carried out
for the 50 MW project on four sites to be built by independent producers and the tender dossier
for the manufacturer is being launched for the 25 MW one that will be built towards Onigbolo.
2- In the field of transmission and distribution of electrical energy:
Significant progress in the completion of the construction of the 161 kV
interconnection line Parakou-Bembêrêkê-Kandi-Malanville about 305 km long with modern associated posts and
scanned,
Implementation of 04 modernization, restructuring, reinforcement, densification and
projects extension of electricity networks in different municipalities of Benin by the SBEE, with the support of various
Technical and Financial partners (AFD, EU, WB, AFDB, MCA-Benin II, etc.). A total of 124 urban
will be connected to the SBEE network to impact 742,000 inhabitants with a potential of 126,681 subscribers

3- In the field of rural electrification:
Commissioning underway of 64 solar photovoltaic micropower plants built in various localities by

Ongoing completion of power grid construction in 17 rural localities on
financing of the National Budget,
Realization of various rural electrification works with financing from the Rural Electrification Fund,
Projects for the construction of resilient photovoltaic mini-solar power plants and the installation of street lamps
solar photovoltaics for the benefit of various localities in progress as well as the acquisition of various
smart electrical equipment for the power grid. All this with the support of UNDP,
Global Environment.
A total of 845 new rural localities are being taken into account by these projects to be electrified and one
Population of 1,463,446 inhabitants will be impacted. This will improve the rate of access to
by 15.97% electricity.
From 2016 to 2019, SBEE's HTA and Low Voltage (LV) distribution networks experienced one
increase of 11.6% and 17.8%,
From 2016 to 2019, the number of electrified localities increased by 18.91% compared to the
period 2012 to 2015,
the average duration of outages, which increased from 75 hours in 2015 to 15 hours in 2018 (duration divided by 5
in three years),
the average response time in the event of a breakdown has increased from 10 hours in 2015 to 2.1 hours in 2018 ( of intervention divided by 4 in three years).
The implementation of these actions has made it possible to increase the national production capacity from 0 MW to 157 MW. Ces
new means of production added to efforts to improve the quality of the electricity grid have made it possible
to secure the country's electricity supply and have contributed to a significant improvement in the
SBEE performance.
