On Saturday, December 24, 2022, the Minister of Justice and Human Rights issued injunctions to the Public Prosecutions of Conakry and Kankan to take legal action against Ousmane KABA. The National Director of Mines is being prosecuted for presumed acts of environmental destruction, complicity in clandestine quarrying and corruption.

The Minister of Justice and Human Rights, Charles Alphonse Wright, has been informed of the clandestine and anarchic exploitation of quarriah, Dubréka and others despite decision No. D/2022/0051/MMG/CAB requiring prior approval of temporary quarrying permits provided for in article 69 of the Mining Code of the Republic of Guinea.

These farms, according to the Keeper of the Seals, were authorized under the responsibility of the National Director of Mines in his rank of first head of the National Directorate of Mines without the advice and information of the Minister in charge of Mines and Geology.

Furthermore, according to Wright, the prior obligation to submit all temporary quarrying authorization decisions to the Minister of Mines and Geology is set out in article 69 of the Mining Code, 136 and 137 of Decree D/2014/012/PRG/SGG of 17 January 2014 on the management of mining permits and titles. Thus, for him, the authorizations made by the National Directorate of Mines under the responsibility of its Director have caused and continue to cause enormous environmental consequences in the areas of Dubréka, Forcariah and others.
