In order to strengthen the organizational capacity and participation of fishing communities in policy formulation and implementation processes, the Nigeria Federation of Fisheries Cooperatives (FCFN) called for the establishment of a national fisheries working group. The aim is to achieve food security in Nigeria.

The Nigeria Federation of Fisheries Cooperatives reported that the fisheries sector can eradicate extreme poverty and hunger and increase the incomes of millions of poor households through fish harvesting, processing, trade and related industries. Also, the sector plays multiple roles in the national economies of West and Central African countries, some of which are not well documented by national statistical systems according to the Federation

According to part of the Federation's report, one of the main ways in which the fishing sector contributes to national economies is through the creation of direct and indirect jobs. It is estimated that there are 10 million fishermen in sub-Saharan Africa, including 7 million in West and Central Africa. These are mainly fishermen, fish processors and fish marshes, but to this figure must be added other derivative jobs
