The capacity review of Benin is an exercise aimed at anticipating the difficulties of effectively implementing reforms and on appropriate measures for political impetus at the highest level. According to the Director of the Cabinet of the Ministry of Economy and Finance, Hermann Orou Takou, “this exercise will allow the technical team of the UEMOA Commission, experts and focal points to not only take stock of the implementation of community acts but also to assess the progress of UEMOA projects and programmes included in the portfolio of your various sectors. I therefore invite you to provide all the evidence of the implementation of Community acts so that the results of this evaluation reflect, on the one hand, the real level of the efforts you have made and, on the other hand, a significant improvement in our country's score compared to previous evaluations.”
