Three officials at the Beninese Commission on Human Rights (CBDH) were excluded from public procurement in the Republic of Benin by the Public Procurement Regulatory Authority (ARMP).

The Public Procurement Regulatory Authority (ARMP) issued its decision on 18 April 2024. The PRMP, the President and the DAF of the CBDH were seized for the facts of “conflict of interest, fraud in the payment of public contracts, significant underperformance duly noted,...”. They disregarded several legislative and regulatory provisions on public procurement, in particular those relating to the principles of separation of functions, transparency of procedures, equal treatment of candidates and economy

and public procurement efficiency.

The regulator has excluded DENADI Tonami Alida Fidélia from public procurement in the Republic of Benin for a period of ten (10) years from May 06 to May 05, 2024. At the time of the events, she was acting as Head of Public Procurement at the CBDH. CAPO-CHICHI Sègnitondji Isidore Clément, President of the CBDH, authorizing officer and approving authority for public contracts was excluded for five (05) years starting from May 06, 2023 to May 05, 2029 and AZANHOUE Sègbèdji Geoffroy Armand, Director of Finance Administration (DAF) was excluded for a period of five (05) years from May 06, 2029 and AZANHOUE Sègbèdji Geoffroy Armand, Director of Finance Administration (DAF) was excluded for a period of five (05) years from May 06,
