The World Bank published the 2023 Policy and Institutional Assessment Report on July 16, 2024. This document mentions that Benin is at the top of the ranking in the West and Central Africa regions, and the 2nd place on the entire continent.

Au titre de l' année 2023, le Bénin a repris encore la tête du classement dans la région Afrique de l' Ouest et du Centre après l' Evaluation des politiques et des institutions de la Banque mondiale . This, thanks to a score of 3.9, behind Rwanda, 1st on the continent with a score of 4.1. The Bank press release mentions that the 2024 report provides an assessment of the quality of policies and institutions in the 39 IDA countries in sub-Saharan Africa for the calendar year 2023. Countries are ranked on a scale of 1 (low) to 6 (high) according to 16 criteria grouped into four areas such as economic management, structural policies, social inclusion and equity policies, and public sector management and institutions.
