The National Transitional Council (CNT) has highlighted recurrent corrupt and speculative practices in the preparation and issuance of passports in Guinea. It was on Monday, August 5, during the plenary examining and adopting the revenue component of the Amending Finance Law (LFR

) 2024.

In the LFR 2024 review report, the CNT denounced corrupt practices. According to the Honourable N'Gouamou Fabara Koné, general rapporteur of the Committee on Planning, Financial Affairs and Budgetary Control who presented the report, “the information available to Parliament highlights recurrent corruption and speculation in the preparation and issuance of passports”. In fact, it is found that contrary to the official rates of 500,000 GNF for a 5-year passport and 1,000,000 GNF for a 10-year passport, some citizens are forced to unofficially pay higher amounts to reduce the processing time, which is normally set at

three weeks.

The CNT, in its role in mitigating these fraudulent practices and improving the service provided to Guinean citizens, both residents and expatriates, recommends that the government fight vigorously against these practices and ensure compliance with the required delivery deadlines. For this reason, it invites the Government to consider the establishment of a rapid preparation service for an “express” passport. This express passport would be produced in a record time of 48 hours at a higher price than existing rates. The measure proposed by the CNT aims not only to capture additional resources, but also to regulate crowds in passport preparation centers while significantly improving service to citizens
