.The land is intended to become a housing cooperative for 200 affordable housing units. The a Constitutional Court rejected Asloca's request, considering that the regulation is in accordance with higher law and that its interpretation by the Council of State is correct. According to Asloca, “insofar as municipalities do not have unlimited resources, they must be able to use other resources from third parties such as private actors or cooperatives in particular, which should even be encouraged
”.
