Le rapport The audit published on the management of public finances between 2019 and March 2024 by the Court of Auditors aroused a strong reaction among Senegalese public opinion. In order to deal with the extent of the anomalies identified, the Civil Forum, the Senegalese section of Transparency International, urges the President of the Republic and his Prime Minister to shed light on this situation

The report does not exempt any actor involved in the public finance management chain. It involves political decision-makers, administrative technicians, financial institutions, third parties and even the National Assembly. According to the Civil Forum, this audit exercise, carried out for the first time under the Code of Transparency in the Management of Public Finances, is a fundamental tool for identifying illicit financial flow circuits. According to the general coordinator of the Civil Forum, Birahime Seck, a thorough investigation conducted by the competent courts could reveal major responsibilities, including within the current regime

In reality, the audit reveals that the reports on tax expenditures for 2022 and 2023 have not yet been made public, a situation that the Civil Forum attributes to the delays accumulated by the new regime. the report exposes several major dysfunctions: irregular revenue connections, a non-recovery of 669.9 billion FCFA, as well as a lack of transparency in the assessment of tax expenditures. It also highlights suspicious financial movements involving the Treasury's special accounts and unexplained discrepancies in the management of public spending
