Last week, the Ivorian government officially launched a digital tool to strengthen fiscal transparency and reduce revenue losses associated with the informal economy. This is the generalization of the Electronic Standardized Invoice (FNE

).

Standardized electronic invoicing “reinforces the ecosystem of instruments to combat revenue loss” and is a response to criminal conduct in tax matters, according to Prime Minister Robert Beugré Mambé. The reform aims to digitize the entire chain of fiscal transactions, improve the traceability of economic flows and promote fairer tax collection. According to the Prime Minister, “fiscal inequity kills the mobilization of resources and affects public services

.”

According to the Director General of Taxes, Abou Sié Ouattara, the FNE will make it possible to reduce the costs associated with the editing and archiving of invoices, simplify VAT returns through pre-filling, improve the competitiveness of businesses, and strengthen the fight against against fraud.

It can also be generated either via a dedicated platform, or by directly interfacing with business billing software. Receipts will also be issued via RNE Issuing Terminals (TERNE) for retail transactions
