A press release from the African Development Bank (AfDB) announces that Namibia officially joined the circle of African countries using the RASME (Remote Appraisal, Supervision, Monitoring and Evaluation) digital tool on Wednesday, August 13, 2025.

Remote Appraisal, Supervision, Monitoring and Evaluation is intended to improve the monitoring and evaluation of development projects financed by the African Development Bank (AfDB).

Rasme is already operational in 37 countries on the continent. It is based on the open source Kobo Toolbox platform, developed by the Harvard Humanitarian Initiative. This digital solution makes it possible to collect data in real time directly in the field, a major asset for areas facing security, logistical or accessibility challenges.

According to Michael Humavindu, executive director at the Namibian Ministry of Finance, “the African Development Bank's RASME IT solution is very timely. It mobilizes ICTs to optimize the collection, analysis and management of data in the monitoring of projects financed by the Bank.”

By offering transparency and accountability, RASME aims to transform the way projects are evaluated, by simplifying the reporting of information and by making the results obtained visible.
