Thirty-five executives from the public administration, in particular from the General Directorate of the Economy (Dge), taxes, the treasury, the budget, customs, the National Social Security Fund (Cnps), the General Fund pensioners and civil servants (Cgrae) meet in a workshop in Grand-Bassam.

They take part in the N'Sah Hotel, in the production and validation seminar of the Table of State Financial Operations (Tofe) for 2019.

The exercise concerns the budgetary central administration, social security funds, national public establishments (Epn) and local authorities according to the manual of public finance statistics 2001/2014 (Msfp 2001/2014) of the IMF.

The seminar, organized by the Dge and chaired by the Minister of Economy and Finance, Adama Coulibaly, also aims to build the capacity of participants on the methodology for evaluating benefits in kind according to Msfp of the IMF.

Organized in partnership with the IMF's Regional Technical Assistance Center for West Africa (Afritac West), this work is being held until 27 November.

An analytical document, the Tofe summarizes the statistics relating to the flow of financial operations - in resources, expenditure and financing - of the various components of the public administration for a given period.

This tool is essential for the formulation, monitoring and coordination of budgetary policies. The development of Tofe, "object of particular attention from the government" has become a community requirement, recalled Vakaramoko Doumbia, Deputy Director General of the Economy, at the opening of the work.

It is in this context that on July 9, 2014, pursuant to UEMOA Directive No. 10 transposed by Decree No. 2014-419, the Ivorian government decided to implement the Tofe.

This, on a basis that meets the requirements of a modern administration, based on international standards in government finance statistics, he stressed.

Over the past two years, notable progress has been made thanks to government action in the context of the Tofe reform, according to the Deputy Director General of the Economy.

The Financial Operations Table (TOF) of the social security funds has been drawn up for the years 2016, 2017 and 2018.

The Tofe of Epn over the same period have also been developed and validated. Despite these performances, challenges aimed at extending the Tofe to the entire Public Administration (Apu) remain.

These relate to the production of the four tables for the Apu sector, the preparation of the opening and closing balance sheets, but also the table of other economic flows.

Vakaramoko Doumbia had at his side the director of forecasts, policies and economic statistics (Dppse), Hien Sansan.
