The National Director of Merchant Shipping, Mamoudou Diallo recalled that the idea of drawing up a new Maritime Code in Guinea was based on the observation that the old Code, which dated from the 1990s, did not take into account the latest changes in the sector at the national, regional and national levels international. According to him, terms of reference have been drawn up and funding has been obtained from the World Bank (WB) for the recruitment of three consultants specialized in the field who, together with their counterparts from the Guinean Maritime Administration, have begun the process of drafting a new Code
.Mamoudou Diallo indicated that “this process began with the diagnostic study of the old Code, continued with the production of the interim report and finally, the final report.” According to his words, the new Maritime Code has 914 articles divided into 17 books. “It provides for 21 decrees, 25 joint judgments and 10 orders from the Minister in charge of Merchant Shipping
