The Senegalese Minister of Finance reviewed the country's debt ratio when voting on his department's budget before deputies.

Mamadou Moustapha Ba noted that the debt ratio (Debt/GDP) is 68.2% in 2022 and 69.4% in 2023. According to the Minister of Finance, this rate is below the 70% threshold recommended within UEMOA. According to the latter, “Senegal's option is to raise these funds now in order to alleviate the difficulties of raising funds on the international capital market and on the subregional market at the beginning of the election year. Thus, starting in January, this rate will have to decrease.” He also focused on the various risks of over-indebtedness (low, moderate, high and in distress) and then on debt sustainability and debt liquidity indicators

According to Moustapha Ba, the threshold for the net present value of external debt to GDP is 55% and Senegal was 46% in 2022 and 45% in 2023. For the present value of external debt in relation to exports, Senegal is at 187% in 2022 and 191% in 2023, while the threshold is

240%.
