The rand traded at 08:04 GMT at 18.8500 against the dollar, about 0.4% stronger than its previous close. The rand first jumped on Wednesday after the annual budget speech, in which the finance minister said the government would draw 150 billion rand ($7.99 billion) from an emergency account managed by the central bank in order to limit borrowing. The dollar index traded down by around 0.32% as traders await a series of surveys on economic activity in major economies
