A 45 billion arms contract was concluded on 30 December 2021 between the Ministry of the Environment and the sulphurous Nigerian businessman Aboubacar Hima aka “Petit Boubé”. The new elements of the investigation mention that the contract was signed, on behalf of Lavie, by David Benzaquen, a former employee of the Israeli arms dealer Gaby Peretz whose family is building an imposing building in downtown Dakar. This arms contract runs for 5 years, with no advance from the State at the start.
