The 2022 report on the situation of financial inclusion in West Africa was published by the Central Bank of West Africa (BCEAO) in October 2023. It appears that Benin ranks first in the UEMOA zone

Benin has the highest financial inclusion index in the UEMOA region, at 0.659, followed by Togo (0.637), Côte d'Ivoire (0.637), Ivory Coast (0.637), Ivory Coast (0.636), and Senegal (0.636). The BCEAO report highlights two salient points concerning Benin. This is the ministerial decree against discrimination against women in terms of access to credit; and training, awareness-raising on financial education and customer protection. It should be noted from the analysis of the index that most UEMOA countries have high levels of financial inclusion, apart from Mali (0.478) and Niger (0.372) which have medium and low levels of financial inclusion respectively
