The former State Comptroller General, Dr. Philippe Néri Kouthon Nion has published a new book at CENASA, entitled “Fraud practices in Public Finances in Burkina Faso”. Cet ouvrage a été présenté on Thursday, January 30, 2025 during a signing ceremony in Ouagadougou.

Through his new book, Dr. Philippe Néri Kouthon Nion provides readers, managers and members of control bodies with strategies to identify weaknesses in the management and control system. Publié aux éditions Mercury, l' ouvrage makes an observation of fraud in the management of public finances in Burkina by providing public managers and actors involved in the management of public finances with a practical document based on real facts. According to the author, Dr. Philippe Néri Kouthon Nion, “the objective is to allow all managers to have a book that shows the circumstances in which fraud can occur in terms of management

”.

During the presentation of the work, Dr. Nion pointed out that the writing of this book began in 2016 with the collection of information that made it possible to finalize it. Through the book, he discusses the methods used by fraudsters to embezzle public funds and how acts of fraud occur. The book consists of five parts. It includes the definition of the term “fraud”, the autopsy of the public financial control system, real practical case studies that give life to control reports, which are often not very explicit, as well as the main weaknesses of management and control systems, and finally the levers to better anticipate fraudulent practices. According to the author, financial management fraud is any intentional irregularity or omission at the expense of the public budget.

According to these statements, “a fraud committed at the level of a Directorate-General is more understandable than a fault committed within a State institution”.

In addition, he also suggested that, in matters of governance, it is necessary to return to the promotion of artificial intelligence.
