The announcement was made by Fily Sissoko, director of the institution for Mozambique, during a meeting with the press. According to For his part, nearly 3 billion dollars can already be mobilized, while that the additional 3 billion should be raised mainly under form of grants and concessional financing.
This initiative is part of a global strategy aimed at to restore a balanced budget and to support the priorities of development of a country facing structural financial constraints persistent.
Mozambique operates in a macroeconomic environment fragile, marked by high debt, limited access to markets international financial resources and a high exposure to climate shocks, especially cyclones and floods that regularly affect infrastructure and production.
According to the International Monetary Fund, public debt was around 90% of GDP in 2025, including nearly 60% owned by creditors exteriors. In its latest assessment, however, the institution notes some positive signals: controlled inflation, foreign exchange reserves considered adequate, the resumption of a major liquefied natural gas project (GNL) and the removal of the country from the gray list of the Financial Action Task Force.
Despite these advances, challenges remain considerable, especially in terms of debt sustainability and economic diversification.
