The announcement was made by the Cape Verdean government on Monday, February 2, 2026.
The first agreement, worth 100 million yuan, or approximately $14.4 million, focuses on cooperation for the development. It is a continuation of a previous agreement of economic and technical cooperation signed in January 2025, which provided for a envelope of 28 million dollars, confirming the growing momentum of bilateral relations between Praia and Beijing.
The second partnership, concluded in the form of an exchange of notes, paves the way for the rehabilitation of three high schools. This project educational will receive 600,000 yuan in funding and aims to improve school infrastructure, in line with national priorities in terms of training and human capital.
According to the Cape Verdean government, “these instruments reflect the continued commitment of both parties to deepen cooperation bilateral, with particular emphasis on priority areas for national development, in particular education and the strengthening of public infrastructure.”
This cooperation is part of an economic context favorable for Cape Verde. After the Covid-19 crisis, the country returned to normal with sustained growth. According to the African Development Bank (BAD), economic growth reached 7.3% in 2024, compared to 5.4% in 2023, driven mainly by the recovery of tourism and the service sector.
Education remains one of the pillars of development
Cape Verdean, with spending representing around 6% of GDP, a level
higher than international standards. However, challenges remain,
including a high youth unemployment rate, estimated at 23.9 per cent. At the same time,
the authorities are continuing their efforts to reduce poverty, develop
local infrastructure and industries, while strengthening
technical and vocational education in order to support greater growth
inclusive.
