In recent years, the Ivorian authorities have built many road infrastructures to boost the country's development. But many of these works were quickly degraded, sometimes arousing initial grumblings among the population.
The National Authority for the Regulation of Public Procurement, ANRMP, carried out a technical audit on a sample of 40 works awarded by public procurement from 2003 to 2017 to form an opinion on the effectiveness of public investments.
From this audit carried out by Bureau Veritas, it appears that 36.5% of the works do not comply with the technical specifications of the specifications, as is the case for the Singrobo-Yamoussoukro Loti-Section highway construction project Pacobo-Taabo.
On this section, the foundation layer (layer 3) in stabilized lateritic gravel does not conform to the market projection which indicates an untreated gravel layer. The capping layer (layer 4) in reddish gravel, 15 cm thick raised, is also not in conformity with the technical specifications of the market, 18 cm thick. The pavement created therefore does not comply with the technical requirements of the contract.
The dimensioning of pavement structures in Côte d'Ivoire, mainly based on the technical prescriptions of the "Manual for the design and dimensioning of new pavements" of September 1977 of the Laboratory of the Building of Public Works LBTP is not always respected. All this can cause disorders and degradation such as potholes, subsidence in certain places.
If the responsibilities could not be located for lack of necessary documentation, Bureau Veritas made several recommendations, in particular the signing of control agreements at the start of the works to avoid, in the future, the rapid deterioration of the works carried out.
