As part of the policy of transparency and good governance advocated by the Government, the General Directorate of Budget and Finance (DGBF) has been organizing for several years a seminar reviewing its activities at the end of each budgetary management.

The organization of this seminar aims to take stock of the activities carried out during the past year, and to define the orientations for the new year. The 2020 edition is taking place in a context marked by the effective switch to the program budget, as part of the implementation of the budget reform initiated since the transposition of the WAEMU directives relating to the harmonized public finance framework.

The work of the 2020 seminar which will take place in Yamoussoukro will focus mainly on the point of implementation of the changeover to program budget mode and the practical arrangements put in place for the execution of the 2020 budget.

As the 2020 financial year is the first budget year in program budget mode, at the heart of the budget reform, the General Directorate of Budget and Finance will absorb all the innovations as well as the strategies and measures put in place for the success of this first exercise.

Thus, this seminar on the 2019 balance sheet and the 2020 outlook, takes place from February 20 to 21, 2020, at the President Hotel in Yamoussoukro around the central theme "First budgetary exercise in program budget mode: issues and challenges".

This exercise of self-assessment and definition of perspectives carried out by the General Directorate of Budget and Finance aims to seek performance in the realization of its activities in order to participate fully in the realization of the vision of the Action Plan. Strategies of the Ministry to the Prime Minister in charge of the Budget and the State Portfolio.

The general objective of this two-day meeting is to take stock of all the activities of the year 2019 and to define the main orientations for the 2020 financial year, with regard to the challenges related to the operationalization of the budget- programs.

This will include, among other things, reviewing the implementation of the DGBF's 2019 Strategic Action Plan (SAP), the DGBF's 2019 Program of Activities (PA), identifying the difficulties encountered during of the 2019 financial year and propose corrective measures, to present and validate the DGBF's PAS 2020 project and to define the orientations for the 2020 financial year and finalize the 2020 PA.

The results expected at the end of the seminar are, among others, the status of the implementation of the PAS 2019 of the DGBF is carried out, the status of the implementation of the PA 2019 of the DGBF is carried out, the difficulties encountered during of the 2019 financial year are identified and corrective measures are proposed, the presentation and validation of the PAS 2020 of the DGBF is carried out and the orientations of the 2020 financial year are defined and the PA 2020 is finalized.

In addition, this seminar will be organized around communications on the results of 2019 activities and the outlook for 2020 and three (03) specific themes relating to the point of implementation of the budget reform which led to the effective switch to the program budget.

The 2020 edition is chaired by the Minister attached to the Prime Minister in charge of the Budget and the State portfolio who will deliver the opening address of this meeting.
