Through these plans, governments define their priorities to expand access to electricity, strengthen the performance of the sector energy and mobilize public and private investments. During Over the past year, several dozen African countries have thus launched their pacts, backed by strong political commitments and the support of partners to development.
It is in this context that the “AESTAP” project was launched Mission 300 Phase II”, intended to concretely support the implementation of these commitments. Over a period of 24 months, the initiative will provide a direct technical assistance to 13 Mission 300 countries in order to transform Existing energy plans with effective connections to electricity for households, schools, hospitals and businesses. The countries Affected are Chad, Gabon, Tanzania, Tanzania, Mauritania, the Democratic Republic of the Congo, Kenya, Nigeria, Madagascar, Madagascar, Madagascar, Ethiopia, Ethiopia, Malawi, Lesotho, Namibia and Uganda.
Concretely, the project aims to support governments in improving regulatory frameworks, planning and electricity tariffs, in order to create favorable conditions for the realization of investments. It also provides for the strengthening of utility capabilities for more reliable energy supply and reduction of losses, as well as the improvement of data quality and research using tools such as the Electricity Regulatory Index in Africa and regional energy forums. Expert advisors will also be deployed within the National Implementation Units and monitoring the pacts to support the coordination of reforms and the monitoring of progress.
“Countries have made bold commitments in the framework of their energy pacts. Today, thanks to the AESTAP Mission 300 Phase II, we help them to translate them into concrete actions so that more households, entrepreneurs and communities have effective access to electricity,” said Wale Shonibare, director of financial solutions, of energy policy and regulation at the African Bank of development.
This new phase follows the approval in December
2025, from phase I of the AESTAP Mission 300, which involved approximately one
million dollars to support the creation and operation of the Units of
implementation and monitoring of the pacts. These structures, integrated within
governments, play a key role in the interministerial coordination of
energy reforms and in evaluating the progress made.
