des Finances announced the upcoming creation of an independent fiscal council
in Ghana.
Ghana plans to strengthen control of its
public finances, so the IMF assistance program is coming to an end.
This future institution is composed of national experts. His role will be to analyze
the State's budgetary choices, to assess economic forecasts and
formulate opinions on the management of public finances. The aim is to
strengthen transparency, accountability and fiscal sustainability,
that is to say, the country's ability to control its spending and debt over the long term
term. Its implementation will require the adoption of a formal legal framework, by
legislative or regulatory process. The precise modalities of operation,
its degree of independence and its financial resources have not yet been
detailed.
Noted that Ghana is coming to an end of its program
in progress with the Monetary Fund
international (FMI ) . As a reminder, a
IMF program corresponds to an agreement where foreign currency resources
are made available to a country, with as a constraint for the
beneficiary, the implementation of reforms aimed at stabilizing the economy, but
especially to guarantee that it will be able to repay its external debt.
Ghanaian authorities indicated that they were not considering applying for a new program at this stage the outcome of the current agreement, evoking the desire to “leave with dignity” device.
